Structure and Management

The FDN’s second great task lies in the structuring and management component. In this regard, the institution is geared towards an area that was identified in various diagnostics as a bottleneck for the development of infrastructure and as a major need for the public sector. Thanks to its know-how, technical capacity, and degree of specialization, the FDN’s role is to support all public sector entities in this regard, guaranteeing that projects be soundly designed to attract investors and private finance. In this way, it contributes to strengthening Colombia’s infrastructure.

FDN support includes consulting on pre-feasibility studies, structuring, evaluation, validation, and project management for infrastructure.

Products and Services for Project Structuring

Comprehensive structuring for public-initiative PPPs

  • We advise and provide support to state institutions throughout the design and implementation stages of projects developed through public-private partnerships (PPPs).
  • We conduct and outsource technical, financial, and legal studies required to determine the feasibility of a project.
  • We promote projects and provide support to state institutions during the process of selecting potential private investors.
  • We deploy funding vehicles through the support of the multilaterals that, among other things, allow the resources of the beneficiary institution to be leveraged if they do not have sufficient resources or lack the experience to structure projects.
  • We develop the comprehensive structure for projects that seek to link private investment with a strategic partnership with IFC or the World Bank.
  • We have experience in financing PPPs as well as managing investment projects.
  • We have the legal and administrative capacity to receive, administer, and channel resources from public and private sources. This allows for projects that may require the participation of both the public and private sector.
  • We provide technical support to state and private entities in the execution of their investment projects.
  • We allow state entities to concentrate their efforts on their mandates, delegating to a specialized third party the technical, administrative, legal, and financial management of investment projects. We conduct sector, regulatory, and project maturation studies during the pre-investment cycle that may materialize into transactions for the execution of PPP projects. These studies have various focuses:
    • Creating sectoral Infrastructure Master Plans in order to define the projects that should be developed in the medium and long term.
    • Analysing sectoral conditions and the regulations that limit the execution of the investment projects the country requires.
    • Maturing projects so that they may be structured. Comprehensively evaluating private-initiative PPPs.
  • We advise and accompany state entities in evaluating private-initiative PPPs.
  • We contribute our financial and structuring experience to project evaluation. We validate financial conditions for PPPs that belong to subnational state institutions, be they public- or private-initiative, when they require public resources.
  • We review the financial conditions of projects in relation to the contract proposed in private-initiative PPPs. Prior to presenting projects to the Ministry of Finance and Public Credit, we certify projects according to the provisions of Law No. 1508 from 2012 which stipulates that a state financial institution must provide validation.
